With compassion, skill, and dedication, they provide medical oversight, collaborate with families and staff, and help every person live life to the fullest.
The Bello Machre Nursing Department was created to:
- Uphold Bello Machre’s commitment to a lifetime of loving care and opportunity
- Strengthen the timeliness, consistency, and quality of care by bringing nursing services in-house
- Provide more comprehensive and proactive medical oversight for people supported by Bello Machre
- Offer hands-on training, guidance, and ongoing support to Direct Support Professionals
- Improve coordination between staff, families, and healthcare providers

What Our Nursing Team Does
- Develop person-centered Nursing Plans of Care for the individuals we support
- Provide staff training to ensure proper implementation of each Nursing Plan of Care
- Work closely with staff to promote proactive, preventative care as individuals age and their health needs evolve
- Deliver ongoing staff training on clinical skills, medication administration, and understanding of medical diagnoses
Our Nursing Team
Director of Nursing Services
Jylla Artis, MSN, FNP-C, PMHNP-BC, RN, CM/DN
Jylla Artis brings over 20 years of nursing experience, including 19 years as a Registered Nurse and Case Manager/Delegating Nurse in Maryland. Dually certified as a Family Nurse Practitioner and Psychiatric Mental Health Nurse Practitioner, she combines broad clinical expertise with a compassionate, patient-centered approach. Her background spans critical care, emergency medicine, occupational health, and extensive work within the Developmental Disabilities Administration system, supporting individuals with intellectual and developmental disabilities.

Dora Agyakwa Apau, RN
Dora Agyakwa Apau brings eight years of nursing experience, including six years specializing in developmental disability services in Maryland. With a background as an Operating Room Nurse, Dora combines clinical expertise with a passion for advocacy, ensuring that individuals receive the highest quality of care and support in every aspect of their lives.
Amber Augenstein, RN, CCM, CM-DN
Amber Augenstein, brings over 16 years of experience in hospice, palliative care, case management, orthopedics, and critical care, including service in the University of Maryland’s Biocontainment ICU during the COVID-19 pandemic. She is dedicated to supporting individuals with complex medical and developmental needs, combining skill with compassion in every role.
Patience Ehichoya, RN
Patience Ehichoya, RN brings more than 15 years of nursing experience in rehabilitation, cardiac and pulmonary care, long-term care, and case management. She is passionate about advocacy and individualized care, and has extensive experience supporting individuals with developmental disabilities through DDA residential care and behavioral support.
Rebecca Foster, RN
Rebecca Foster brings a diverse background in program management, education, and nursing to the team. Her nursing career includes experience in Complex Care at Mount Washington Pediatric Hospital, Case Management for the REM Program, and serving as Director of Health Services at Oldfields School. She has also held leadership and teaching positions with the March of Dimes of Maryland and Baltimore County Public Schools. Rebecca is a proud recipient of the National Daisy Award for Excellence in Nursing, recognizing her commitment to compassionate, high-quality care.
Dyna Nwoko, RN
Dyna Nwoko is an experienced nurse with more than 15 years in the field and a strong background in case management across Maryland, Virginia, and Washington, D.C. Her career spans home and community health, inpatient care, and outpatient settings. For the past six years, Dyna has specialized in supporting individuals with intellectual disabilities, combining clinical expertise and a passion for education to empower individuals and caregivers through compassionate, person-centered care.
Sheri Holder, MSN, RN, CM/DN, FNP, CEAS, OHC
Sheri Holder is a compassionate healthcare leader with a diverse background in critical care, occupational and community health, case management, and nursing education. She has held leadership roles in both federal and community health systems, including positions with the U.S. Bureau of the Census and the U.S. Holocaust Memorial Museum. Active in professional service, Sheri volunteers as Executive Director for District Two of the Maryland Nurses Association, Medical Liaison for the Edewor Foundation, and Ambassador for the American Heart Association.
